Manchester City have entered the race for Gareth Bale but Tottenham want a world-record fee of £100m for the Wales international. Bayern Munich, Real Madrid and Paris St-Germain are also chasing Bale.
Tottenham will consider letting winger Bale leave for a fee of £65m.
Arsenal have turned their goalkeeper search towards QPR's Brazilian international Julio Cesar.
Gunners manager Arsene Wenger is set to start a summer of spending with a move for Schalke's Germany midfielder Julian Draxler who could cost £15m.
